I have the honour to refer to Mr. N. L. Smith's

confidential (2) despatch of 7th April, 1938, and to forward

herewith for consideration a second draft of a Bill to

amend the Naval Volunteer Ordinance, 1933, and to provide for Naval Defence.

The new draft contains formal amendments to the Schedule previously forwarded, and I should be glad if approval might be given by the necessary Order-in-Council for the introduction of the bill to the Legislature as

soon as possible.
